the trust relationships can help in this situation, but even in trusting relatioships i have seen people wait to be told they are empowered before taking action. even today i was approached by someone who wanted a meeting with me to explain that they wanted my approval for them to do something they knew i agreed with, they knew i wanted doing , but i had not told them explicitly that they could do it.
I would love for people to show initiative and just do it, especially if its the right thing to do
