But often poor performance isn’t the result of poor formation, its more to do with poor players, poor training or poor motivation.

Org changes are necessary, may be not so much in IT, but when you need to re-focus, re-direct the skills, capacity or authority, it is necessary to support that with org change. Done right!!! it will speed up execution and give clarity to people. Issue I see is that it is rarely done right, specially in IT where the consequences are not directly felt. I worked my first 8yrs in a company that went thought few major changes. Looking back, each of this was a necessity to refocus 100T+ employee base to the ever changing market and align to the company strategy. The difference I see is that it was done better, faster and with a clear purpose that was understandable at each effected level.

In fact, it might make an imperfect situation worse.
Often the reasons for the re-org are not clear, and the planned benefits unclearer,
all this leads to confusion, and a lower confidence in the leadership.

I think sometimes it’s done to recover made from the mess created by the previous change.
At one company i worked for i explained to a manager that I didn’t understand the organisational
change that we were going through. He said well just ignore it, there will be another change along
in 6 months so focus on understanding that.
Which just shows how numb the organisation was to repeated restructuring which didn’t seem to add any value.

Daniel, i agree with that, but in all of the changes i have participated in there has been no company change, it has just been IT changing under their on steam.
I have to admit though i have made some organisational changes myself that was when two departments were merged into one, and we had to make some changes to create some synergies. But my preference is to always exhaust any improvements we can make in personnel ahead of any structure changes. Improving the skills of the team or improving the personnel will have a bigger impact that a fundamental organisational change.
