The file is not created by an employee of the United States Department of State. See your source. The selected template is not right, the source description is incomplete. The source says, the photo is from Seripharb Magazine #2/2538 (=1995 in gregorian calendar). It would be important now to check if there are any previous publications so that the file fulfills the copyright expiration terms for Thailand and the United States. Im not an expert, but according to Template:PD-1996 (US) and Template:PD-Thailand (50 years) evidence for publication before 1946 is required. Note that the date of creation isnt relevant. Ill remove the wrongful tag {{PD-USGov-DOS}} and mark the file as missing a copyright tag. --Martin H. (talk) 18:38, 17 April 2016 (UTC)

These photos were from blackpast.org, where, if one cared to follow the source link I provided, it stated in each of these articles that the photos were in the public domain. - Hello! I wanted to finish before I leave a msg on your talk page. The website claims PD for everything, it seems they don't care much about copyright. The photograph you mentioned doesn't have a date, so could have been made 1969? That would indicate copyright protection until end of 2039. For example, there is no listing on the licensing of this photo of Thomas Sankara: [2] (which is why I never uploaded it). Through brief research I haven't been able to locate these photos anywhere else on the web, so, at least superficially, I don't see any immediate conflicts on the licensing. As for the website's research, I can't confirm anything, but it does appear to have lots of contributors from universities. So is it not probable, or at the very least, plausible, that these photos could be in the public domain, as the website says? Hi, Indy beetle, do you know Who's Who on the image? The person in the middle (first row) is, (I guess) Sefu bin Hamid, the son of Tippu Tib, but who is Joseph Lippens and who is Henri De Bruyne (militair). Thank you for your time. Lotje (talk) 16:30, 25 March 2017 (UTC)
- Hello @Lotje: . The person in the middle center is almost certainly Sefu. As for who is Lieutenant Lippens and Sergeant De Bruyne, the book doesn't say. This is the only photograph of either of them I know to exist. Perhaps one could find out by examining that memorial that has their statues? Other than that I'd say it's up in the air. @Arthur Crbz: If you scroll to the bottom of the webpage [3], you will find a declaration which says "Convention with Wikiafrica / Wikipedia : Southplanet's contents are shared for free according to the licence Creative commons [link to CC 3 Attribution & ShareAlike]". It does then proceed to note "Some artistic content (photos, videos, sound recordings, written texts) is subject to copyright. Copyright is mentioned when and where it applies. Copyrighted material cannot be reproduced." (emphasis added) On this page there was no "mention" of copyright to the photo. I looked at some other profiles on the site and when they retrieve the photo from elsewhere they provide a link or otherwise. Here, it would seem that someone just uploaded a new photo themselves. And since there was no explicit mention of copyright application to the photo, it falls under the CC 3 licensing. -Indy beetle (talk) 16:53, 13 May 2017 (UTC)
