Regarding the inclusion of Data:Ncei.noaa.gov/weather.[edit]

Recently, it was found that many pages beginning with [Data:Ncei.noaa.gov/weather] were mistakenly deleted, but because many pages still remain. Just to ask, what is the scope of the collection of these data? Fumikas Sagisavas (talk) 06:53, 11 May 2023 (UTC)Reply[reply]

I first listed these non-US non-NOAA data (without reliable source support) Fumikas Sagisavas (talk) 06:58, 11 May 2023 (UTC)Reply[reply]
The data of all non-U.S. weather stations may only be "fair use" in NOAA, because NOAA only reproduces the data of these regional weather bureaus.
These non-US sites may be deleted, and I list them below.

Simple data can't be under a copyright. But I am doubtful about the inclusion of this on Commons on COM:SCOPE. Yann (talk) 11:34, 11 May 2023 (UTC)Reply[reply]
As raised at Commons:Village_pump#Wrong_deletion: if the Tabular Data facility and namespace isn't for files like these, what is it for? Your input in the discussion at VP would be useful. Jheald (talk) 19:04, 23 May 2023 (UTC)Reply[reply]

restore request[edit]

hi, I am writing to ask you if by chance you could restore these two Files whose copyright has expired for more than a hundred years since they are two portraits of Cardinals from the XVIII Century and which were canceled for no reason whatsoever since I think they returned to the right parameters.

Name Change[edit]

Hello, Your help is needed with name change here. It needs to undergo name change. -Abhinav619

@Abhinav619: It is used on Wikisource, so it can't be renamed without renaming also the pages there. I created a redirect. Yann (talk) 10:05, 13 May 2023 (UTC)Reply[reply]

Bonjour / bonsoir Yann. Tisourcier (talk) 19:43, 17 May 2023 (UTC)Reply[reply]

Yann (talk) 19:46, 17 May 2023 (UTC)Reply[reply]
Probablement ?
Tisourcier (talk) 19:53, 17 May 2023 (UTC)Reply[reply]
Bon voilà : Commons:Deletion requests/File:Trint-couple.jpg. Yann (talk) 19:59, 17 May 2023 (UTC)Reply[reply]
Bon courage. ;) Tisourcier (talk) 20:02, 17 May 2023 (UTC)Reply[reply]

hello Yann,[edit]

hello Yann,

may i ask why you removed this file: Former flag of Wajir County.gif? was there a takedown request? the flag is of a government body and the use of it on this site is clearly educational. many places/public bodies are quite happy to receive attention via their flags. in fact, that interest is driving flag adoption in many cases. Shorepine (talk) 04:29, 18 May 2023 (UTC)Reply[reply]

@Shorepine: Works from government bodies are not automatically in the public domain. It depends on the body and country of origin. In addition, the original design may be in the public domain, but not the rendering. File:Former flag of Wajir County.gif is a complex design, it is copied from another website, so it is certainly under a copyright. Please note that SVG should be used rather than GIF. If you recreate it yourself in SVG, it may be OK. Yann (talk) 07:02, 18 May 2023 (UTC)Reply[reply]
the existence of a copyright means the owner retains the right to prohibit certain uses; it doesn't imply that they can be assumed to have the interest or desire to prohibit any use of their ip by others. that would be silly. musicians are quite happy to have their music played on the radio, at weddings, even political rallies. when they are not happy with certain uses, they issue a cease and desist order. there is no presumption that any use by others is prohibited. they retain the right to determine what uses are permitted and which are not - subject to certain legal restraints on even that right, depending on municipal law. so why assume government entities are interested in prohibiting the reproduction of their images for educational purposes? or that they even can, legally? Shorepine (talk) 08:03, 18 May 2023 (UTC)Reply[reply]
@Shorepine: Copyright doesn't work like that. Radios have to pay royalties to musicians to play their music. Other uses may be fair use, but that's not allowed on Commons. On Commons, we need a free license, allowing any use for any purpose, including commercial ones. Nowadays there is a copyright on almost everything, and it is the uploader's duty to show that a file is within Commons acceptable licenses. Yann (talk) 08:52, 18 May 2023 (UTC)Reply[reply]
no, musicians decide if the radio has to pay or not. that's how copyright works. my understanding is that it is okay to upload to commons with the permission of the rights holder. some expressly grant this, even if within certain limitations. Shorepine (talk) 19:04, 18 May 2023 (UTC)Reply[reply]

Voir ici le débat, Cordialement, --Claude Truong-Ngoc (talk) 07:48, 20 May 2023 (UTC)Reply[reply]

Blocked as Iranian / Muslim[edit]

I really can't see this as a good block.

This is an international project. We have enough difficulty explaining the bulk porn hosting policy to many people in Europe, let alone the US Bible Belt. To have an Iranian IP CfD a couple of the porn categories is not vandalism. They're wrong (a CfD is not appropriate here, on any level), they're out of consensus on the broad porn-hosting question (good luck changing that one!), but this is not vandalism. We have to recognise valid cultural differences and not just shout it down as "vandalism", let alone blocking the account. Why would there ever be any need to do this after just a single action like this? Maybe they are a vandal, maybe they are just trolling (it happens), but we can't (per AGF) act on that basis, from a single event like this.

Maybe French WP outreach projects are different, but I have to work in the UK and this really doesn't help perceptions of Islamophobic bias in WMF, or giving me yet another "anti-Islamic action by the same old Western media" I have to try and explain or make excuses for. Andy Dingley (talk) 12:47, 26 May 2023 (UTC)Reply[reply]

Whatever is the source country, we don't want people not knowing our policies to create frivolous DRs. We can't have different blocking policies for different people. If we would start this slippery slope, we would go to disaster. Anyway IPs will soon be hidden, so it will be moot quite soon. May be we need another blocking criteria, but whatever you want to call this, this is an appropriate block. And if it were an account, some warnings before a block may be useful, but it doesn't work for IPs. Actually, we should disallow IPs creating DRs, and many other edits.
